That piece I pretty much winged, I was fairly new to Corel Painter and experimented with artist oils and the blender tool (just add water brush). I've left a lot of negative space and focused mainly on the shadows. Not sure if thats of much help sorry, it's been awhile now and went into it trying to do something different from my normal thing.
Had a look at some of Shinkawa's work, (specifcally [link]) while I'm not sure how he did it you could emulate the same type of thing by scanning in your drawing and using a median filter to create the same line art effect (also using high contrast). Set the line art to multiply and then use a water colour or wet oil in Painter to create the free/hinted look he has. I'm not very familar with traditional mediums, but digitally that process should give you a similar look, although the main strength in that work is with his colour choices and free/easy movement he has with the brush.
Hope thats of some help, a little rushed atm but if you want something more specific let me know.
